Abstract
There is great importance to the position of the head of the administrative unit in Iraq, as this position is considered one of the main positions in the local administrative organization system in the country, as the administrative organization system in any country depends on two main methods: administrative centralization and administrative decentralization, and the state’s choice of one of the two methods depends on several factors , Including the size and shape of the state, whether unified or federal, the number of its population and the development of its functions, we can see technological progress in the field of information and communication technology also affected the choice of administrative style in states.
