Abstract
Throughout history, human societies have known the phenomenon of terrorism and terrorist crimes in its various simple, primary and expanded forms. Therefore, it can be said that this phenomenon is currently considered one of the most serious challenges facing the entire world. In the absence of a unified definition of the concept of terrorism at the international level due to the various political tensions, this has led to a weakness in confronting terrorism and its crimes internationally and regionally, which prompted different countries to stipulate terrorist crimes in their national penal legislation in an attempt to combat this phenomenon and punish its perpetrators.
In this research, the focus will be on the concept of terrorism at the international and national levels, and then clarify the legislative policy followed by the Syrian and Iraqi legislators in order to combat terrorist crimes and punish the perpetrators.
The current research seeks to achieve the following objectives:
1- Clarifying the concept of terrorism at the international level and in both Syrian and Iraqi laws.
2- Explaining the legislative policy followed by the Syrian legislator in order to combat terrorist crimes and punish the perpetrators.
3- Explaining the legislative policy followed by the Iraqi legislator in order to combat terrorist crimes and punish the perpetrators.
