Abstract
After e-learning was one of the phenomena produced by the communications revolution and the tremendous progress in the field of technology، which has recently grown significantly، this phenomenon has not been applied and recognized in many countries، including Iraq.
But with the spread of the Corona pandemic that struck the world، the e-learning system has become a reality that imposes itself on the educational process in various parts of the world، as this system has become the only solution to the continuity of the educational process، which prompted all countries، including the Republic of Iraq، to rely on e-learning.
After the growth of this new educational system، and its transition from a mere idea to a system that has been adopted in various countries of the world، there has become an urgent need to legislate the necessary laws to address the e-learning system، so that there is legal protection that guarantees the quality of the educational process. Our research came to study the regulatory and legal framework for e-learning، because e-learning from our point of view is not a temporary solution that ends with the end of the Corona virus، but it is a curriculum and a modern educational system.
