Abstract
This study aims to provide an analysis of the nature and nature of the new hybrid wars, and to highlight the most important types and elements through which we can infer and distinguish the hybrid war and other wars, in addition to revealing the extent to which the provisions of international humanitarian law can be applied to confront the hybrid wars.
The researchers used the descriptive analytical approach based on the intended objective of the study in analyzing the policies of hybrid warfare and its nature and nature within the framework of international humanitarian law. The study concluded that cyber wars, cyberspace wars and informational warfare, are the most prominent aspect of wars in the current era, and international law found itself facing a deficit of how to organize these wars because it is an innovative element that contains the element of ambiguity and anonymity. Therefore, many countries, at various levels of development, stood up to deter hybrid war, in addition The major challenges facing the legal regulations of hybrid wars is the lack of an international legal will in the field of Security Council resolutions and the field of negotiations, as the absence of that will limits the possibility of confronting and addressing them.
